How much time will it typically take to set up an Issuer Node? Also what will be the typical cost to manage/host/maintain this issuer node from an infrastructure perspective?

You need to run a Docker container which will take a few minutes (approximately two minutes). We cannot define the other infrastructure you need that is not included in the issuer node.
