When we say interoperability with DID and VC through W3C standards, does it mean VCs issued on PolygonID would be interoperable with others and can these VCs be taken to other non-evm chains?

No, because the standard is still in development, there are a lot of other systems that need to be in place, and they need more adoption. The good point is, with VC there is a breach of requirements that you need to comply with like having a DID identifier that plays for everyone, secondly the question of what method is the winner and if there is competition, so the standards make sure that there are certain rules. Secondly,  the VCs are the way that you encapsulate the user information. Nevertheless, nowadays they do not guarantee interoperability.
