EIP-1559 changes the fixed-sized blocks to variable-sized blocks. With EIP-1559 the block size can increase based on demand to roughly 2x that size. So the max gas limit is not constant, it changes according to previous blocks. That means, there is no fixed limit on transaction data for a single transaction. So theoretically, the max gas limit for a single transaction can be equal to the max gas limit for a block
